Microsoft introduced the Agent Pre-Purchase Plan, letting organizations buy pooled Agent Commit Units (ACUs) that span Copilot Studio, Microsoft Foundry, Microsoft Fabric, and GitHub Copilot at tiered discounts of 5-15% versus pay-as-you-go ($19K/$90K/$425K tiers). It simplifies budgeting for cross-platform agent development but is a commercial packaging move rather than a major technical or strategic AI signal.
