Competing open letters expose industry fracture over open-weight AI models and development pacing

Three competing open letters in late July 2026 revealed a sharp industry split on AI policy: a Microsoft-led coalition of 235 companies including NVIDIA advocated for open-weight models and defended distillation, while Anthropic published a counter-position warning of authoritarian misuse and calling for crackdowns on distillation operations. A third letter, 'Pacing the Frontier,' signed by 1,324 frontier AI employees including Dario Amodei and Ilya Sutskever, called on the U.S. government to deliberately slow automated AI research. The fracture matters because these letters are shaping the regulatory environment at a moment when AI labs are already automating their own R&D at scale.
